1. Finalizing the analysis of the impact of Ukraine's WTO accession on the fuel and energy industry based on the presentation of Vitaliy Radchenko, CMS Cameron McKenna.

2. Discussion of the industry legislation amendments initiatives. Reporters:

  • Mr. Nicholas Tymoshchuk, TNK-BP Commerce (on import VAT “grey schemes”, quality control system of oil products, export customs dues and auctions on liquefied gas and import customs dues and VAT for refineries modernization);
  • Mr. Stephen Wherrry, Committee Co-Chair, Marathon Petroleum Ukraine;
  • Mrs. Svitlana Romanova, Baker & McKenzie.

Mission Statement

Mission
To promote the further development and modernisation of Ukraine’s energy sector by attracting investment, in support of the vision of a more energy self-reliant Ukraine.

General Objectives
In order to attract such investment, there need to be
• Acceptable economic conditions
• Market transparency and a level playing field
• A stable regulatory framework
• Sanctity of contract

These objectives will be pursued in specialised sub-committees (Upstream Oil and Gas, Downstream, Utilities)

Priorities

Oil and Gas Upstream
• Proposals to improve the licensing process
• Active promotion of Production Sharing Agreements
• Action plan on Acceptable Economic Conditions
• Proposals on improved data access

Downstream
• Proposals to modernize refinery, improve quality of petroleum products and retail
• Secure transparent, relevant and stable legislation and taxation
• Secure equal competition for all participants of Ukrainian oil and petroleum products market
