Categories of the citizens suffered from disaster will be enlarged tomorrow at the Government sitting

The Government will enlarge categories of the citizens for indemnity payments for disaster damages. The PM noted that badly damaged houses would not be reconstructed but new dwellings to be built instead of them. According to the Head of Government, to date above 2 thousand families received 50 thousand compensations and above 30 thousand citizens – assistance of all categories. The PM noted once more that these are advance compensations and later on amounts of compensation for losses would be increased. Yulia Tymoshenko also urged the representatives of local and central authorities to unite and provide highest possible help to the suffered citizens.

The Premier explained that first and foremost this relates to insurance for credits for the agro-industrial complex and crops. “These are areas that still need work,” she said.

The Government may give preferences for the construction of biofuel plants in Ukraine. Prime Minister Yulia Tymoshenko announced this during a meeting today in the Cabinet with representatives of the agro-industrial complex. “I’m sure that we will need incentives and tax benefits. I know that you want to export rapeseed and I want Ukraine to product biofuel,” said the Premier.

According to Tymoshenko, first and foremost, this relates to farms and distilleries that should be included in the concessional lending program (reduced lending rates) and compensation of premium payments with budget funds. The Prime Minister underscored that a condition for state support is the purchase of grain at prices not lower than the base level set by the Cabinet. “Otherwise there will be no preferences,” she noted.

During today’s meeting in the Cabinet with representatives of the agro-industrial complex, Prime Minister Yulia Tymoshenko ordered the State Committee of Ukraine for Land Resources to simplify the registration process for leasing agricultural land. “So that this isn’t done through bribes. Today there is a lot of abuse in this sector. But we’re not going to wait until officials collect all bribes. If this isn’t done within a week, we’re going to dismiss the officials,” said the Premier.
Tymoshenko promises agrarians extension of loans

She commissioned related ministries and agrarian associations to put together a list of banks that issued the most loans to the agrarian sector. “I will gather the bankers and we will agree to extend the loans to agrarians,” she said. Tymoshenko highlighted that these measures will allow producers to change timeframes for the sale of their harvest and not tie them to deadlines for the repayment of loans in 2008. She ordered the Ministry of the Agro-Industrial Complex to develop the necessary government measures to ensure the abovementioned extensions.

“I want to remind you that all oil refineries in Ukraine are privatized and the only state enterprise that should be refining Ukrainian oil and influence the situation is the Kremenchuk Oil Refinery Plant – which has been seized by raiders. I can’t jump over higher institutions and take it away from the raiders in order to sell fuel at minimum prices to the agro-industrial complex. All we have left is Shebelynka, and we use its resources 100% to give fuel where the situation is worst,” said the Premier.
Yulia Tymoshenko: Government ready to speed up VAT refunds to grain traders

“We’re ready to provide VAT refunds in three days,” the Premier told those in attendance. According to her, a necessary condition for this is the purchase of grain directly from agricultural producers, eliminating intermediaries, at prices not lower than the base price set by the Cabinet of Ministers. To speed up the VAT refunds, grain traders should provide supporting documentation. “The rest will get their VAT refunds for life,” said Tymoshenko.

The Premier explained that according to her information, local state administrations help intermediaries buy grain at low prices. “We’ve had enough of this bullying – when producers know that if they don’t sell the grain to a certain intermediary they won’t be able to sell it to anyone. A hotline will be opened in the Secretariat of the Cabinet where callers can anonymously report what officials are involved,” said Yulia Tymoshenko. The Premier underscored that she will make efforts to dismiss such officials.
