Bezsmertnyy, Klutchkovsky talk constitutional, self-governance reform on a UNDP-sponsored conference
All-Ukrainian conference on Local Government in the context of
Constitutional and Democratic Reforms in Ukraine was held on the 14th
of April 2005 in Kyiv.
The goal of the conference was to prepare practical recommendations for
the Ukrainian government concerning formation of new democratic
philosophy in Ukraine, strategy of sustainable municipal development in
Ukraine as well as legislative support of structural reforms of local
Ukrainian government.
The conference took place within the framework of MSDP of UNDP Ukraine
and was jointly organized by Ukrainian Association of Local and
Regional Authorities and Municipal Sustainable Development Programme in
Ukraine.
The conference was attended by high officials from the Cabinet of
Ministers and Parliament including Roman Bezsmertnyy, Vice Prime
Minister of Ukraine on Territorial Administrative Reform, Yury
Klutchkovsky deputy chief of Parliament Committee on State Building and
Local Self-Governance, representatives of local authorities and
community neighborhoods from around Ukraine, self-government bodies and
their associations, NGOs, research and educational institutions, youth
organizations, international organizations and mass media.
According to Francis O’Donnell, UN Resident Coordinator and United
Nations Development Programme Resident Representative in Ukraine, who
also attended the conference, United Nations millennium declaration
among other things looked at the issues of self-governance. He said
active citizen participation in decision making should exist not only
on the national level during elections but also on the local level and
various levels in between.
“It is really very much about bringing democracy down to the grasses
and creating the enabling environment for people to play most possible
active role in the institutions that affect their lives”, O’Donnell
said. He added that government reform is very consistent with the
European choice of Ukraine.
The conference was supported by Congress of Local and Regional
Authorities of Ukraine, Cabinet of Ministers of Ukraine,
Consultative-advisory council on the local government at the Speaker of
Verkhovna Rada of Ukraine, Fund of Assistance to Local Government of
Ukraine, Public Council on Legislation for the Local Government as well
as several civil society organizations.
