Declaration by the Heads of Mission of the European Union in Kyiv on the presidential election process in Ukraine
The European Union has underlined to the Ukrainian authorities on a regular basis the importance of holding free and fair presidential elections. On the occasion of the last interim report before the elections of the OSCE Office for Democratic Institutions and Human Rights, the Heads of Mission of the European Union in Kyiv want to reiterate the EU position and to express their concerns.

MEETING OF THE CENTRAL AND SOUTHERN CLUSTER OF THE SÖDERKÖPING PROCESS

The European Commission (EC), the Swedish Migration Board (SMB), the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM) have convened a meeting of the countries of the Central and Southern cluster of the Söderköping process in Budapest, Hungary on 28-29 October this year. The Hungarian Office for Immigration and Nationality has co-hosted the meeting.

NEW DIRECTORY WITH INFORMATION ABOUT ORGANISATIONS AND INSTITUTIONS DELIVERING SOCIAL SERVICES IN SUMY REGION

On October 14, 2004 at Sumy press club of reforms the new publication “The Directory of Socially Oriented Organisations and Institutions of Sumy Region” which was published by Social Partnership Centre in Sumy under the project “NGO Development – Ukraine - Kyiv and Selected Regions”.

European Union funded projects in support of the presidential elections in Ukraine
The European Union is committed to assisting Ukraine in the conduct of free and fair presidential elections. To support the Central Election Committee of Ukraine, as well as civil society, in that process the EU has allocated ˆ1 million through a variety of technical assistance projects.

The European Union’s Support to the Election Process in Ukraine
Today, the EU funded project, “Support to the Election Process in Ukraine” presented its activities and project results to the press, international donors and NGOs. The main components of the project are training of potential electoral commissioners and judges, preparing voter education materials, and improving voter registration. The European Union has allocated ˆ 580.000 to these activities, the beneficiary of which is the Central Election Commission of Ukraine.

Support to the election process: Presentation on voter education materials funded by the European Union

The presentation will be opened by Mr. I. Boag, Ambassador and Head of the Delegation of the European Commission to Ukraine; and Mr. O. Chupakhin, Member of the Central Election Commission of Ukraine (responsible for voter education).
To be presented voter education materials: various posters, election law, TV spots, radio spots and a training film for members of polling station committees. Copies of materials will be available for the press.

Background
Support to the election process: This EU funded project has a number of interlinked activities, all aimed at improving the chances of having well administered, free and transparent elections in Ukraine. It provides training in understanding the new election law for election commissioners at both TEC and PSC levels. In order to ensure sustainability of this process, the project is also producing a training video. As part of improving the legal education of voters, the project is implementing a substantial voter education campaign which includes TV and radio announcements, a poster campaign and newspaper inserts for Ukrainians living abroad. The project will also provide training for judges at local and appeal court levels, and is assisting the CEC with the publication of 150 000 copies of the new Law on Election of the President.

EC to hold International Conference on Institutions Building and Support to Civil Society in Kyiv
The European Commission will hold an international closing conference on its Institutions Building Partnership Programme (IBPP) for the Newly Independent States in Kyiv from 14-16 October. For two years partners from eleven EU countries as well as Russia, Ukraine, Moldova, Kazakhstan, Kyrgyzstan and Mongolia have been implementing joint projects in the areas of economic and administrative reforms and social development.

200 participants from 10 IBPP participating countries are expected to come to Kyiv to share their experiences and present results of projects that have received funding under IBPP. The thematic focus of IBPP is the Support and Development of Civil Society in the Newly Independent States.

Information Days on the EU’s Trans European Mobility Programme (TEMPUS) for Ukrainian Universities
From 12 to 15 October 2004 the Delegation of the European Commission to Ukraine will hold Tempus information days in Kyiv, Odessa and Kharkiv. The Tempus information days are designed to familiarize representatives of Ukrainian higher education institutions with the Tempus programme, in particular with its procedures for the submission of applications. Meetings will be conducted by representatives of the Delegation of the European Commission to Ukraine, the Directorate General for Education and Culture and the European Education Foundation.

JOINT FACT-FINDING MISSION OF THE EUROPEAN COMMISSION AND INTERNATIONAL CONVENTIONS TO THE “BYSTROE CANAL”, 6-8 OCTOBER 2004
The construction of a deepwater navigation channel in the Bystroe arm of the Danube Delta by Ukraine has attracted considerable international attention. Various governmental and non-governmental international organisations have expressed concerns regarding the sustainability of the project and, in particular, the environmental effects that this project might cause. The key concern of many of these organisations has been that a comprehensive and independent environmental impact assessment was needed before the project begins.

EU Project Health Financing and Management in Ukraine

Human health is priceless. It is inherited but, unfortunately, it is worn away with laps of time. Health is the category that is bound to the very person that is why it is very difficult to price it. The two-day seminar that took place in Kyiv 28-29 September 2004 (the EU Project Health Financing and Management in Ukraine) was devoted to the problem of pricing healthcare services.
The representatives of the Ministry of Health, international experts from Poland, Finland, healthcare administrators, scientists, and journalists took part in the work of the seminar.

Social Advertisement
On September, 23 Social Partnership Center in Kherson oblast conducted a round table on “Locating Social Advertisement”. The session was attended by all the parties involved in locating social advertisement – social oriented NGOs from Kherson, head of municipal enterprise responsible for content of advertisement, director of the biggest advertising agency in Kherson.

The idea to have alike session arouse from round table “Social needs of Kherson oblast” held in March. Then, among main problems, the participants named lack of social advertising.

Information to the Press
Ukrainian media recently have carried stories on alleged plans of the European Union to create camps for Chechen refugees on the territory of Ukraine.

The Delegation of the European Commission to Ukraine wishes to make it clear that the European Commission has made no such proposals with regard to Ukraine or indeed any other country nor are any such proposals under preparation at this time.
