Valeriy Pysarenko: There won't be another coalition
The people may think that the conflict between the President and the PM leads to such situation which is existing in the country today.
It is difficult to explain the current situation in the Ukrainian policy from the point of view of logic and sense, it is much easier to explain it from the point of view of the Feud theory. Why is the party, struggling so long for the power, blocking the VRU again? "Because the aspiration to the delight conflicts with the reality," Sigmund Freud would say. The BYuT has its own version of what is going on.
- Valeriy Pysarenko, why does the BYuT, leader of which is the head of the government, block the parliament? It is nonsense. What have you achieved?
- We were asked this question by many people in many regions why the President's Secretariat throws the mud at the BYuT. We tried to keep the coalition and did not react to the actions and more than 800 letters from the Secretariat which blocked the government decisions. Moreover, we did not say that more than 40 resolutions of the Cabinet were postponed by the President and the VRU speaker Arseniy Yatsenyuk did not put on vote the draft bills submitted by the government. We did not speak about these all in order not to live in a hostility atmosphere. But the President and his administration who do not like Tymoshenko, constantly make the situation hot.
Within the current situation we tried to work until this confrontation threatens the economic security of the country. Now the situation is changed, unfortunately there is a threat of the national security. The NSDC is turned to one more bludgeon in the President's hands. The only one institution which can something oppose to people whose political interest are higher than the economic interests, is the parliament. Therefore the BYuT takes initiative into its hands.
- What have you achieved by blocking the parliamentary podium?
- First of all we stated in public about our position concerning the current situation in the VRU. Now the informative field is full of news about the battle between the President and PM, the people may think that the conflict between the President and the PM leads to such situation which is existing in the country today. The reason of the inflation is also in it. Nobody speak that the government of Tymoshenko has submitted about 30 draft bills which are blocked by Yushchenko. Yatsenyuk does the same in the VRY by order of Baloha.
- Valeriy Pysarenko, do you consider that the blocking of the parliament in the presence of the foreign ambassadors and slighting relation to the annual address of the President will raise the BYuT rating and add respect from the electors?
- You know that our electors always positively estimate our actions in the parliament. I think they will support us now. Today the President has slighting attitude to his address. According to the law, this address should be made at the end of November, 2007 when the VRU has its first session.
As to the text of the address, I think we have not lost much, taking into account what the President said at the press conference. The country would better not to hear this address at all...
- What you say now, is very cynical.
- No, it is not cynical. Because when the political force, headed by the President Yushchenko, votes for the early election in Kyiv, but two weeks before the re-elections the President says that it is a big mistake, the questions arise. What are the next steps of the President? Maybe he will agitate for Chernovetskyi? I do not speak that the whole Secretariat is working on the elections in Kyiv and the lawyers of the Secretariat defend Chernovetskyi and Semenyuk. Tell me please who is more cynical?
- Will the coalition split in the current situation?
- No. The positive thing in this situation is that the OU-PSD, being under the head of Yushchenko, does not marsh by order of officer Baloha who dreams to become a general.
- Distract your attention from the coalition problems for a while...
- Baloha does not have any influence on the OU-PSD faction to make the democratic coalition split. I forecast that by the end of the term of the VI convocation there will not be another coalition apart from the current coalition in the parliament.
- When will BYuT submit the draft Constitution to the parliament and why have not you done this yet?
- This week. As soon as this draft is in the parliament, we will demand to create a temporal special commission on the Constitution.
You know if the Constitution is possible to write overnight and submit we would have done it. But fortunately or unfortunately we very carefully treat the issue on the Constitution, every day we work it out meticulously to such degree that special commission would have such variant, which in short terms it would be able to pass for voting.
- BYuT always says that there are 300 votes to make changes in the Constitution. Have you already agreed with the regionals?
- Look, for today different political forces have stated that they are ready to make changes to the Constitution: CPU, BYuT, PR. So there are three political forces in the parliament which are ready to make changes to the Constitution.
- One more stumbling block and eternal source of conflicts in the parliament - lack of votes for Andriy Portnov to become a head of the State Property Fund.
- The matter does not concern Portnov in particular! He is one of the biggest professionals. We understand that it is necessary to make the procedure of the privatization transparent.
The matter concerns the actions of the President, Secretariat and Our Ukraine. They protect Semenyuk-Samsonenko. All actions of the President show that he does not let BYuT to the State Property Fund.
