Project Officer, Kyiv

Contribution from the European Community Contribution Agreement with an International Organisation

"Promotion of European Standards in the Ukrainian Media Environment"

Under the authority of the Directorate General of Human Rights and Legal Affairs of the Council of Europe (CoE) and the supervision of the Head of the Legal and Human Rights Capacity Building Division (LHCBD), the Project Officer will be responsible for the implementation of the project on "Promotion of European Standards in the Ukrainian Media Environment"

Main responsibilities:

1. Plan, organise and follow up the activities under the project, in close cooperation with the local partners and stakeholders,

2. Coordinate with local stakeholders and local experts and liaise with international experts and partners as regards the implementation of the activities; select and prepare and distribute appropriate training materials in collaboration with LHCBD in Strasbourg;

3. Liaise between the local partners and stakeholders and with LHCBD regarding the implementation of the project and any problems encountered; suggest priorities and adjustments as necessary;

4. Co-ordinating, organizing and overseeing the participation and work of the short-term experts recruited for individual activities/outputs of the Work Plan;

5. co-operating, and representing, the project and its objectives in meetings, with other international technical assistance projects, ensuring, where possible, co-ordination among donors and implementers;

6. drafting reports on a quarterly basis on the implementation of the project activities;

7. Prepare the project Steering Committee meetings;

8. Ensure close budgetary follow-up of all activities and expenditures, in accordance with EC and CoE rules;

9. Provide elements for progress reports on the project and prepare and submit to Strasbourg any other documentation and reports needed.

Qualifications:

- A university degree, preferably in a field relevant to the project such as journalism, communications or public policy. In the absence of a university qualification, at least 10 years practical experience in one of the areas mentioned above;

- Fluency in written and spoken English;

- Knowledge of Ukrainian or Russian an asset;

- Good communication skills.

General Professional Experience

- Three years experience in management of projects;

- Strong experience in managing a multi-disciplinary and multi-national team;

- Minimum of one project with experience at team leader or deputy team leader level on EC-funded or other donor-funded projects.

- Good understanding of CoE standards in the sector.

Specific Professional Experience

- Three years practical management experience in a media organisation (media outlet or regulating body) or in a civil society organisation active in the media sector;

- Knowledge of the Ukrainian or similar media context and its development over the past five years
