EU-funded project on reforms to the Ukrainian education sector to hold consultations in Kyiv

Kyiv, 25 June 2008

International education experts will take part in a discussion meeting to develop recommendations to improve the quality, governance and financing in Ukraine's education and training sector.

The discussion meeting “Making Education Sector Performance Relevant to the Needs of Economic Growth, Competitiveness and Innovation: What has to be done and how?” will take place on 2 July 2008 in the Delegation of the European Commission to Ukraine.

The meeting is held in the framework of the EU-funded project ‘‘Support to the joint World Bank – European Commission Initiative on the Development of Human Capital for Economic Growth, Competitiveness and Innovation in Ukraine”. This event will continue consultation process between the European Commission, World Bank and the National stakeholders and experts on the policy reforms in education sector.

The World Bank and European Training Foundation experts will summarise the main issues which will be addressed in the Policy Note and recommendations for the strategic development of human resources sector in Ukraine.

The EC international experts will present three thematic papers, updated and improved based on the results of the first round of consultations in April 2008. The papers will examine the following questions:

1. What can be done to assure quality of education sector performance and results?

2. What can be done to introduce strategic planning, decentralise governance, raise accountability and enhance education sector’s human resources?

3. What can be done to introduce mid-term plans and expenditure frameworks, results oriented budgeting and effective financial management?

Proposed recommendations will be assessed, commented and discussed by the invited representatives of the involved governmental institutions and the local experts for further preparation of the Policy Note.
