On 23 April President of Ukraine Yuschenko, Minister of Emergencies Shandra, and Head of the Delegation of the European Commission to Ukraine Ian Boag visited the Chernobyl nuclear power plant to launch the first unit of the Vektor radioactive waste storage facility. The complex is the first step in introducing safe nuclear waste storage technology in Ukraine since its independence. The President, Minister and Head of Delegation observed the unloading of the remaining nuclear fuel from the third reactor at the Chernobyl power plant. This has fulfilled the Ukraine's President directive of 5 December 2005 aimed at phasing out the Chernobyl nuclear power plant. The European Commission has funded a number of key objects of the new Vektor radioactive waste storage facility in Chernobyl.
