The Ministry of the Internal Affairs and the State Tax Administration support the gambling regulation bill, introduced by Ukrainian MPs Oksana Bilozir, Iryna Geraschenko, Kateryna Vaschuk and Olena Kondratyuk.

Hereof the draftsmen Oksana Bilozir was informed in response to her deputy address to review the above mentioned bill and to state comments and proposals on it.

According to the Ministry of the Internal Affairs, "the adoption of the bill "On The State Regulation of Gambling", what draft was registered under # 1016-2 at the Verhovna Rada of Ukraine of Jan. 31, 2008, will:

• ensure the effective legal regulation of gambling relations;

• assist the prevention of the tax evasion;

• grant the transparency for the license of gambling".

Yuriy Lutsenko, the Minister of Internal Affairs, informed the people’s deputy Oksana Bilozir of hereof and put forward the additional amendments to the Administrative Violation Code in its part on the appointment of the authority, responsible for the administrative proceedings under the article 164-15 of the mentioned Code; the appointment of the authority, responsible for keeping the records of the administrative misdemeanors and reviewing the cases.

The Deputy Head of the State Tax Administration Natalia Ruban informed Oksana Bilozir that the State Tax Administration of Ukraine supports the draft law of Ukraine "On the State Regulation of Gambling" and suggests that the State Tax Administration proposals and comments would be taken into consideration when further elaborated.

The State Tax Administration, in particular, offers somewhat different from the terms definition stated in the draft law; and also a number of technical amendments to the draft concerning licensing of the activities in gambling; the decision on the budget to send the license issuance expenses to, the expenses for the license duplicates issuance etc.

At the same time, neither the Ministry of the Internal Affairs, nor the State Tax Administration did not express their disapproval as to the key norm of the draft – the gambling carrying out of the confines of the populated areas of Ukraine.

The leading scientific-expert department of the Verhovna Rada apparatus also supports "the women’s" bill, offering to take it as the principle for the first reading; and considering it in the resolution of Feb. 14 this year the most successful among the range of other bills on the state regulation of gambling.

The people’s deputy Oksana Bilozir considers that upon the adoption at the first reading of the bill of Ukraine "On the State Regulation of Gambling", the Verhovna Rada would in a month or two attain the final bill version, the one that the Ukrainian society anticipates for a long time.
