ICMPD projects in Ukraine

ICMPD announced last week the launch of Aeneas Projects 2005. Among them are the two projects related to Ukraine and Moldova.

The first project is on ‘Strengthening capacities and co-operation in the identification of forged and falsified documents’ for 2006-2008 will provide comprehensive technical assistance to the Ukrainian authorities in the area of identification of forged and falsified documents. Foreseen activities include:

- Assessment Mission and Report, including draft training curricula and manuals;
- Launching Conference;
- Study visit to partner countries;
- Module 1: Workshops on EU good practices and development of an information exchange mechanism - Pilot Phase - Evaluation of the exchange mechanism;
- Module 2: Workshop on training concept - Adaptation of curricula and manuals - Validation through trainings (train-the-trainers system) - Publication of finalized manuals after pilot phase;
- Development of educational video on identification of forged/falsified documents;
- Purchase of document control equipment for Border Guards.

The second project entitled “Elimination of Human Trafficking from Moldova and Ukraine through Labour Market Based Measures” will represent a new approach towards combating human trafficking.

The project offers a long-term perspective against trafficking in human by addressing gaps in the current implementation of the National Action Plan against Human Trafficking. Specific labour market based measures against human trafficking will be implemented, such as enhancing labour market information systems in the Public Employment Service, training of labour inspectors and other government authorities to better monitor private employment agencies, improvement of vocational training curricula and promotion of entrepreneurship among returned trafficked victims, and support for data gathering on irregular migration and trafficking.
