INVITATION
The Government of Turkey
and the Turkish Chess Federation (TCF), have the honour
to invite all the FIDE member Chess Federations around
the world to participate in the World Youth Chess
Championship 2007 (under 8, under 10, under
12, under 14, under 16 and under 18 years old - girls
and boys) which will take place in
Kemer-Antalya, Turkey, between November the 17th,
2007 (arrival) and November the 29th, 2007 (departure).
TCF guarantees that you will participate in one of the
most professional competitions in the history of chess
for the world youth championships.
TCF aims for record participation in
these events. We hope to achieve more than 2.000 players
and 1,500 accompanying persons. We are ready to
accommodate over 4,500 participants. We want to make a
significant impact with global media coverage and
special attention to chess.
PARTICIPATION
All participants including parents, coaches, observers
and relatives are obliged to stay in official hotels.
Access to playing areas, venues and the hotels will be
allowed only to accredited people by the organisation.
Every Federation can register one invited player in each
category (under 8, 10, 12, 14, 16, 18 years old, boys
and girls), that is a maximum total of twelve (12) guest
players that will be hosted by the TCF, plus one
accompanying person for each Federation participating.
Players with a personal right, e.g. previous champions,
in accordance with the FIDE rules, will be also accepted
as guest players.
Any Federation can register additional players as well.
Inordertoprovideappropriatetournamentconditions,theFederationsmust
completecarefullythe official registration form(attached
to this file) and sendit back to the organizing
committee before September 15th 2007.
Any other form will not be accepted.
FIDE ENTRANCE FEES
In accordance with the FIDE
regulations, an entrance fee of 70 ˆ (Euros)
is asked for every guest player and must be sent
directly to the FIDE by the national Federation
before the event.

for every additional player and must be sent directly to
the FIDE by the national Federation before the
event.
REGISTRATION AND TRAVEL
The deadline for registration is September 15th
2007. After this date a penalty of 100 ˆ (Euros) for
each late registration will be charged to participants.
However, organisers reserve the right to refuse or
decline late registrations.
The registration form must include
the FIDE ID, surname, first name, international rating
and FIDE title and the passport details of every player
and every accompanying person. It must also include the
name, details and phone number/ address/ fax/ email of
the head of the delegation. An identity photo (2x3 cm)
must also be sent for each player (guest, additional or
qualified) and each accompanying person by 1st
November 2007. The photo can also be taken on
arrival at the Hotel at the cost of 3 ˆ (Euros).
All the travel expenses must be paid
by the participants or their Federation. Only
member Federations of FIDE are entitled to submit
registration forms. Individual applications
will not be accepted if the national Federation does not
confirm such registration.
Each player (guest, additional or
qualified) and each accompanying person must pay to the
organizing committee the amount of 100 ˆ (Euros) at
the moment of their registration (before
September 15th, 2007). This payment is
compulsory and represents a confirmation of
participation. This payment includes transportation from
and to Antalya Airport, identification badges and
organisation cost.
Personal rights players, invited
players and one coach for each Federation should be
advised to the organisers by 15th September 2007. If a
person pays deposit and not participate the amount is
not refundable. After this date a penalty of 100 ˆ (Euros)
for each late registration will be charged to
participants. However, organisers reserve the right to
refuse or decline late registrations.
TRAVEL DETAILS. The venue is the
Limra Hotel (*****) in Kemer, Antalya.
The venue is 90 km west of Antalya Airport. Antalya is a
tourism city very well known, and has a large number of
charter flights from main points of Europe. Another way
to come to Antalya is via Istanbul. There are daily
20-30 flights connecting Istanbul Atatürk
Airport to Antalya Airport. On

domestic flights in Turkey and you may make online
registrations. We propose to our guests to book with
Turkish Airlines, and arrive via Istanbul.

A player registered in a lower category of
age due to a mistake in specifying his / her birthday
will see his / her registration suspended until
rectification.

All bank commissions
should be paid by sender, although even if it is paid by
the sender, there is usually a transfer cost on Turkish
side (18 ˆ (Euros) for each transfer), this will be
charged to sender.
CREDIT CARD PAYMENTS. All payments may also be made
through the online secure web site of the TCF by credit
card. With this form of payment, the sender does not
need to pay any transfer fee. We propose that
individuals visit our web site for more details.
As soon as the payment transfer is confirmed, the
organizing committee will send to the respective chess
Federation the confirmation of the hotel reservations.
Also all confirmed registrations will be declared on the
official web site, where Federations may check their
participants' situation on a daily basis.
Players will not be paired until all the payments are
effected to the organisers.
ACCOMMODATION
All inclusive (excluding alcohol) accommodation will be
offered in the hotels in Kemer-Antalya booked by the
organizing committee. In the hotel there will be free
wireless connection in the lobby to all participants.
We offer all inclusive (excluding alcohol) accommodation
to the guest players and to one (1) trainer for each
Federation from November the 17th (including
dinner) to November the 29th (including breakfast) in
double and triple rooms.
The accommodation charges must be paid in advance. The
payment will be done only in Euros.
If a participating Federation does not send a player in
any age category, they may not substitute this for
another age category.

Federations pay all the cost of accommodation and
organisation before the 1st August, they will
be given a 5% discount (except organisation fee).

Rooms will be booked on the principle of FCFS (Fist Come
First Served). Early bookings will be given priority
with bookings in the Limra Hotel. The longest distance
from the hotels to the Limra is 900 metres.
IMPORTANT NOTICE!
Federations, who
pay the total amount of their payments before 1st
August 2007, will be given 5% discount in the payment
done either by bank transfer or by credit card (except
organisation fee!).
TECHNICAL REGULATIONS
The tournament will be played using the Swiss system
with 11 rounds. The national rankings will not be taken
into account for pairings. The rate of play will be in
accordance with the FIDE rules: 90 minutes for the first
40 moves followed by 30 minutes for the rest of the game
with an addition of 30 seconds per move starting from
move one. Official tie-break rules of FIDE will be
accepted.
APPEALS COMMITTEE
The Appeals committee will consist of 5 members
and two reserves and will be declared after 1st
September 2007 following the approval of the FIDE
President.
ARBITERS
TCF gives the right to the Continental
Presidents (Europe, Americas, Asia, and Africa), to
nominate 4 arbiters each. After FIDE's approval of these
arbiters, the official nomination will be given for
their duty in the World youth chess championships.
European arbiters will be paid 500 ˆ as a stipend, and
other continents will be paid 750 ˆ stipend. Travel
costs are not the responsibility of organisers. There
will be other arbiters invited by the organisation.
JOURNALISTS
All journalists who wish to participate in the
event may contact the organisers and should be
accredited. The press room will have ADSL internet
connection as well as other facilities.
STANDS
Anyone who wishes to rent a promotional stand
on location should contact the organisers for rental
conditions. No one will be allowed any promotional space
(except FIDE and ECU) to have a stand for merchandise or
other services, without approval of the TCF.
TOURNAMENT BULLETIN
We offer a free round bulletin to each national
delegation. Additional bulletins will be sold.
INFORMATION ABOUT VISAS
14.1 The Federations or players who need
assistance with their visas are asked to contact the
Organizing Committee before September 15th
2007.
14.2 The Tournament Director will supply
official letters of invitation only after all the
payments are effected (registration and accommodation
fees for every member of the delegation).
WEATHER CONDITIONS
In November, the weather of Antalya is warm and
around 20º C, however there may be rain showers during
this time. We propose to all participants to have a rain
coat and some protective clothing.
ELECTRICITY
The standard voltage in Turkey is 220 Volts.
The plugs used for appliances are twin round plug.
