International Seminar: TEMPUS Information Days in Ukraine

Background

From 10 to 12 of October 2006 the Delegation of the European Commission to Ukraine will hold its annual Information days on EU educational opportunities for Ukraine in Kyiv, Kharkiv and Zaporizhzhya. This year the Information days are designed to familiarize representatives of Ukrainian higher education institutions in particular with the Tempus programme and its application procedures. Tempus, the European Commission’s trans-European cooperation scheme in higher education provides grants to the development and restructuring of higher education in the partner countries.

Cooperation with Ukraine in the field of higher education has a solid basis in the Partnership and Cooperation Agreement between the EU and Ukraine and in the EU-Ukraine Action Plan.

The EU also took measures to reinforce participation in the Tempus programme and to increase quality of project proposals; the Commission regularly holds workshops and press conferences on Tempus and Erasmus Mundus in Ukraine, for example in this week in the cities of Kyiv, Kharkiv and Zaporizhya.

The total available amount for 2006 in Ukraine is 5 million ˆ.

During 11 years of Tempus, 127 projects connected to the modernisation of higher education and 94 individual academic mobilities were implemented, involving about 150 universities, enterprises, organisations and institutions.

The current Tempus III runs from the year 2000 until the end of 2006. 17 Joint European Projects and Special Complementary Measures involving Ukraine and funded from TACIS National Action Programme are currently under implementation. The quality of projects submitted by Ukrainian Higher Education stakeholders has been steadily rising since 2000. From the last selection round (submission of proposals December 2005) 8 Joint European projects involving Ukrainian universities were selected. These projects either support higher education reforms or capacity building in institutions.

There are still two deadlines for submitting applications under Tempus III: 15 October 2006 for academic mobilities and for structural reform projects, and 15 December 2006 for university cooperation projects.

The Commission envisages a continuation of the Tempus programme after 2007 under the future European Neighbourhood Policy Instrument.
