Ukraine's EnergoAtom and U.S. Nuclear Firm Holtec International Sign Contract Worth $150 Million
Holtec International signed a contract on December 26 with Ukraine's State Enterprise National Nuclear Energy Generating Company “EnergoAtom” to establish a state-of-the-art central facility for Ukraine’s spent nuclear fuel from its Khmelnytskyy, Rivne and South Ukraine Nuclear Power Plants. The central storage facility will eliminate the need for Ukraine to ship spent nuclear fuel long distances for storage on Russian territory at an annual cost of over $100 million. Valued at approximately $150 million, the contract represents the largest investment in Ukraine’s commercial nuclear sector by a U.S. company.
The President of Energoatom Yuriy Nedashkovsky and Holtec’s President and CEO Dr. Kris Singh signed the contract. The U.S. Ambassador to Ukraine John E. Herbst and Minister of Fuel and Energy of Ukraine Ivan Plachkov witnessed the signing ceremony.

U.S. Ambassador Turns Over Equipment to Fight Avian Flu in Ukraine
On December 21, the U.S. Ambassador to Ukraine John E. Herbst presented the Government of Ukraine with the first delivery of reagents, detection kits, laboratory supplies and protective equipment. Advanced laboratory equipment will soon follow. These donations will help bolster Ukraine's capacity to detect and combat Avian Influenza.
Ukraine's Deputy Minister of Emergency Affairs Vitaliy Romanchenko and the First Deputy Minister of Health and Chief Sanitary Doctor of Ukraine Serhiy Berezhnov accepted the donation on behalf of the Ukrainian government.

U.S. Secretary of State Visits Ukraine
U.S. Secretary of State Condoleezza Rice visited Ukraine from December 6-7 to underscore U.S. support for continued political and economic reform one year after the "Orange Revolution." Her European trip, which also included stops in Germany, Romania, and Belgium, highlighted the enduring importance of transatlantic relations and U.S. efforts to partner with Europe to address common challenges around the globe.
After her meeting with President Viktor Yushchenko, Secretary Rice stated: "America, of course, values the friendship of Ukraine, a great strategic partner and an important country within Europe. And we look forward to further work with this team that is so committed to democracy, so committed to Ukraine's future and most especially so committed to a better and more prosperous future for the Ukrainian people."

Embassy Honors Ukraine's Human Rights Veterans on Human Rights Day
On December 6, the U.S. Embassy honored long time veterans of the human rights movement in Ukraine with a special Ambassadorial reception. The guests included many activists from the 1970s and 1980s, many of whom had spent years in Soviet gulags or exile for their courageous work promoting human rights during the Soviet era. Among the prominent Soviet-era dissidents in attendance were Myroslav Marynovych, Ivan Hel, Josef Zissels, and Mykola Horyn.
The event was an opportunity to recognize the forerunners of democracy in Ukraine who carried the banner of human rights during an earlier and darker era. Since many of these activists are now old and in poor health, it was also a rare opportunity for old comrades to gather in Kyiv and renew the bonds that had been forged many years earlier.

Congressional Delegation Diaz-Balart Pledges Support for Victims of Chornobyl
From November 30 to December 3, U.S. Congressman Lincoln Diaz-Balart and U.S. Under Secretary of State for Democracy and Global Affairs Paula Dobriansky are leading a humanitarian delegation from South Florida to Ukraine to assist victims of the 1986 Chornobyl nuclear tragedy.
Ukraine's First Lady Katerina Yushchenko personally invited the delegation to visit Ukraine during a recent meeting in New York. In addition to high-level meetings related to Chornobyl, Rep. Diaz-Balart and Under Secretary Dobriansky will participate in the "Forum of the Community of Democratic Choice", a pro-democracy conference in Kyiv for leaders of the Baltic-Black Sea-Caspian region.

The Clinton Foundation and Government of Ukraine Enter into HIV/AIDS Partnership
On November 27, former U.S. President Bill Clinton and Ukrainian Minister of Health Dr. Yuri Poliachenko today signed an agreement enabling the Clinton Foundation HIV/AIDS Initiative to assist the government of Ukraine in scaling up their national HIV/AIDS program.
The partnership will expand the work of the Clinton Foundation in Ukraine, including the establishment of a training and mentoring program for HIV/AIDS clinicians, assistance with national drug procurement processes, and the further incorporation of HIV+ injection drug users into comprehensive care and treatment programs. Ukraine is already a member of the Clinton Foundation procurement consortium, a group of over fifty countries with access to the Clinton Foundation's low prices for anti-retroviral drugs and HIV/AIDS diagnostics.
Former U.S. President Clinton also met with President Viktor Yushchenko and Prime Minister Yuriy Yekhanurov while in Kyiv.

New Orleans Jazz Musicians Thank the People of Ukraine
The Embassy of the United States of America in Ukraine was pleased to present a concert by the Marlon Jordan Quartet Featuring Stephanie Jordan on Sunday, November 13 as a way of expressing its appreciation for the generous donations to the victims of Hurricane Katrina and the many expressions of concern and sympathy offered by Ukrainians.
All of the musicians who performed had ties to the city of New Orleans and a couple had lost their homes in the flood, but all were moved by the warm welcome they received from their many new fans in Kyiv.

Ambassador Herbst spoke, November 9, at the conference Oil and Gas Industry of Ukraine: On the Way to European Integration organized in Kyiv by the state company NaftoHaz Ukrainy.
He stressed that "diversity of foreign energy suppliers and routes, improved efficiency, and increased domestic supply will facilitate Ukraine's energy integration into Europe as an independent transit country, supplier, and consumer of energy."

Ukrainian Military Officers Graduate from NATO Staff Military Skills Course
On October 28, thirty-one Ukrainian military officers, ranging in rank from Captain through Colonel, graduated from a four-week course on "Developing the Armed Forces of a NATO Partner." The U.S. Center for Civil Military Relations developed the course, with financing from the U.S. Embassy's Office of Defense Cooperation, in response to the request of First Deputy Minister of Defense Leonid Polyakov.
Instructors from the NATO School in Oberammergau, Germany and the U.S. Joint Warfighting Center taught basic NATO/Western staff military skills such as mission analysis and planning processes to improve the Ukrainian officers' ability to effectively work with NATO or within multinational military staffs.

First Education Advising Fair Held in Kyiv
On October 12, the International Educational Advising Center (EAC) in Kyiv held its first-ever educational advising fair in Ukraine. Public Affairs Officer Michelle Logsdon and American Councils Country Director Christina Pendzola-Vitovych opened the event that featured presentations and/or booths from the American-Canadian Consortium of Independent Schools (ACCIS); American Councils for International Education: ACTR/ACCELS; The American University of Paris; American University's School of International Service in Washington, DC; Dickinson State University; The Fulbright Program in Ukraine; The International Research & Exchanges Board (IREX); and Troy State University.
Thanks to the fair, nearly 230 Ukrainian students learned about U.S. college application procedures, financial aid options, standardized testing requirements, and international exchange opportunities.

U.S. Congressional Delegation Visits Ukraine, Meets With President Yushchenko
On October 12 and 13, Representative Jim Kolbe (Republican-Arizona), Chairman of the Foreign Operations and Export Financing Appropriations Subcommittee, led a delegation of five United States Congressmen to Kyiv, Ukraine to review U.S. bilateral and multilateral foreign assistance programs.
The delegation met with President Viktor Yushchenko, Prime Minister Yuriy Yekhanurov, and Parliament Speaker Volodymyr Lytvyn to discuss political and economic reforms in Ukraine, including accession to the World Trade Organization. The Congressmen also visited the Heat Replacement Plant in Chornobyl and an HIV/AIDs clinic which are both funded through the U.S. government's FREEDOM Support Act.

U.S. Provides Technical Assistance to the Trafficking in Persons Department at Ukraine's Ministry of Interior
On October 20, U.S. Ambassador John E. Herbst and Ukraine's Minister of the Interior Yuriy Lutsenko signed an agreement for the second transfer of new computer equipment and vehicles worth $135,000 to the Trafficking in Persons Department within the Ukrainian Ministry of the Interior. The first transfer worth more than $100,000 took place on April 6, 2005.
The U.S. Federal Bureau of Investigation (FBI) served as the lead agency in both transfers. The equipment and vehicles were funded through U.S. congressional support for the Trafficking in Human Beings Task Force of the Southeastern Europe Cooperative Initiative (SECI) Center.

ProCredit Bank Accepts U.S. Visa Application Fees
Select ProCredit Bank branches in Kyiv are now accepting payment of the $100 U.S. nonimmigrant visa application fee. This free, secure service is the Embassy’s most recent effort to streamline visa procedures for Ukrainian applicants.
At the September 27 launch with ProCredit Bank General Manager Dirk Haboeck, the U.S. Consul General MaryKay Carlson noted that this new service will be much more convenient. Applicants, or someone on their behalf, can now pay their application fee in hryvnias any business day before their visa interview. Applicants will no longer have to wait in line for the consular cashier.

United States Ambassador to Ukraine John E. Herbst on September 11 hosted a memorial concert at the National Philharmonic in honor of all worldwide victims of terrorism.

New Nunn-Lugar Biological Agreement Signed in Ukraine
U.S. Sen. Dick Lugar announced that
the United States and Ukraine have signed an agreement to counter the
threat of bioterrorism and to prevent the proliferation of biological
weapons, technology, materials and expertise.
This new Nunn-Lugar Cooperative Threat Reduction agreement was signed
in Kyiv on August 29 during a visit by Lugar, co-author of the program.
Negotiations on the agreement have gone on for more than a year.

U.S. Eliminates Visa Issuance Fees for Ukrainians
To better facilitate travel between
Ukraine and the United States, the United States has eliminated all
nonimmigrant visa issuance fees for Ukrainians. Ukrainian applicants
for nonimmigrant visas will be charged only the
Congressionally-mandated $100 visa application fee, which applies
worldwide to all visa applicants.

policies and procedures as well as recent changes in visa fees for
Ukrainians on July 13.

United States Ambassador to Ukraine
John E. Herbst and his wife, Mrs. Nadezda Christoff Herbst, welcomed
prominent Ukrainians from across Ukraine to their residence in Kyiv as
part of local American Independence Day celebrations. The guest list
included members of the current and former governments, Supreme Rada
deputies, and leaders in business, education, media and the arts.
In his remarks Ambassador Herbst stated the rejection by Ukrainians of
fraudulent results during last Fall’s election was a new beginning in
Ukraine that some have described as a second independence day for

U.S. Provides USD 2.7 Million in Law Enforcement
Assistance to Ukraine
Ongoing efforts to fight corruption
and to strengthen the rule of law in Ukraine received a USD 2.7 million
boost on June 17, 2005, when U.S. Ambassador to Ukraine John E. Herbst
and Minister of the Interior Yuriy Lutsenko signed a protocol detailing
the allocation of U.S. law enforcement assistance funds to Ukraine.
At the signing ceremony, Ambassador Herbst said that the protocol "is
an important step forward in the cooperative effort of our governments
to increase the efficiency of Ukrainian law enforcement and improve the
level of communication and exchange of experience between our law
enforcement agencies." Minister Lutsenko underscored the protocol's
importance, given "the special attention paid by the government of
Ukraine to the fight against organized crime, drug smuggling, and
trafficking in persons."

Energy Secretary Bodman Visits Kyiv to Discuss Energy
and Nuclear Security
US Secretary of Energy Samuel Bodman
visited Kyiv on May 26-27 as the final point of his travel to Russia,
Azerbaijan and
Ukraine. In Ukraine, Secretary Bodman met with President Victor
Yushchenko and with Prime Minister Yulia Tymoshenko to discuss the
advantages of developing a market-based energy sector that attracts
Western investment. He also discussed with National Security and
Defense Council Secretary Petro Poroshenko the return to Russia of
Ukraine's Russian-origin high enriched nuclear fuel, and the conversion
of its research reactors to the use of low enriched uranium. Secretary
Bodman also was a principal speaker at the Conference "Energy Security
of Europe for the XXI Century -- Eurasia Energy Corridor."
Secretary Bodman and his Ukrainian counterpart David Zhvaniya, Minister
for Emergencies, signed an Implementing Arrangement to partner together
to advance international nonproliferation goals by improving the
security of Ukraine's radioactive materials. These radioactive
materials are no longer considered useful for production, but could be
used in building a radiological dispersal device such as a 'dirty bomb.'

Top U.S. Consular Official Visits Ukraine
Assistant Secretary for Consular
Affairs Maura Harty visited Ukraine on May 13 to inaugurate expanded
U.S. immigrant visa processing in Ukraine, officially open the U.S.
Embassy’s newly renovated consular building, and meet with officials at
the Ministry of Foreign Affairs.
Previously, Ukrainian immigrant visa applicants had to travel to the
U.S. Embassy in Warsaw to complete the immigrant visa process.
Processing U.S. immigrant visas in Kyiv saves significant time and
resources for Ukrainian citizens who no longer have to travel to
Poland. Assistant Secretary Harty also met with officials at the
Ministry of Foreign Affairs to discuss consular matters and explore
ways to facilitate legitimate travel between the U.S. and Ukraine.

U.S. Transfers Computer Equipment
to
Combat Trafficking in Persons to Ukrainian Interior Ministry
On April 6, U.S. Embassy Charge
d'Affaires Sheila Gwaltney and Ukrainian Deputy Minister of the
Interior Gennadiy Moskal signed an agreement transferring $110,000
worth of new computer equipment to the Trafficking in Persons
Department within the Ministry of Interior. Through the transfer, this
Department will receive 27 sets of computer equipment, including
desktop computers, still cameras, fax machines and digital scanners.
In her remarks, Ms. Gwaltney commended the Ministry of Interior for
making the fight against trafficking in persons a top priority and
expressed hope that the new equipment would help the Trafficking in
Persons Department become "the premier investigative body in Ukraine
for addressing trafficking in persons crimes."

Revolution” a sign of “a world changing for the better,” President Bush
hailed President Viktor Yushchenko as a “courageous leader of a free
Ukraine” and pledged U.S. support to the country.
In his remarks, Yushchenko said it was a “great honor and privilege” to
be at the White House, saying, “For Ukraine, it was a very long road to
the Oval Office.” Although “the legacy that we inherited is [one of] a

U.S. Embassy Opens Renovated
HIV/AIDS Prevention and Treatment Center in Odesa
On March 20, 2005, United States Embassy Deputy Chief of Mission Sheila
Gwaltney and U.S. European Command Deputy Director Robert L. Moore
officially opened the renovated Odesa Oblast HIV/AIDS Prevention and
Treatment Center. The Humanitarian Assistance Program of the U.S.
military’s European Command financed the $273,000 renovation of the
sixteen-year-old center. This project is the latest of three
Humanitarian Assistance projects in Odesa oblast within the last three
years.
In her remarks, Ms. Gwaltney noted the need to jointly fight the
HIV/AIDS illness, which recognizes no borders or nationality, and
highlighted the accomplished history of the Humanitarian Assistance
Program. Mr. Moore also commented on the importance of the program,
which “shows the U.S. military’s genuine concern for the people of
Ukraine. Projects such as these are about U.S.-Ukrainian cooperation.”

U.S. Army Cadets Visit Odessa
Ground
Forces Institute
Two cadets from the United States Military Academy at West Point, New
York, have concluded a weeklong visit to Odessa Ground Forces
Institute. United States Army Cadets Kenneth Peterson and Nathaniel
Kaminski were participating in an exchange program initiated by the
United States Military Academy in 1998, which also provides for
Ukrainian cadets to visit the United States.
Ukrainians Cadet Sergeant Dmitro Vasilev and Cadet Private Roman
Kucheryavii hosted their American counterparts. Cadet Sergeant Vasilev
and Cadet Private Kucheryavii will participate in a reciprocal
exchange, visiting West Point between April 8 and April 17, 2005. The
Ukrainian cadets will be hosted by Cadets Peterson and Kaminski, and
will also see New York City, the Pentagon, and the White House.

United States President George W. Bush met Ukrainian President Viktor
Yushchenko in Brussels, Belgium on February 22 where they participated
in the meeting of the NATO-Ukraine Committee. President Bush, at that
day's joint press availability with NATO Secretary General Jaap de Hoop
Scheffer, said, "The Ukraine -- the meeting with President Yushchenko
was, I thought, historic. I thought it was really interesting, to be
sitting next to a person -- the Secretary General put me right next to
President Yushchenko -- who had just led a revolution, a peaceful
revolution, based upon the same values that we hold dear. And it was a
remarkable moment, I thought.
And we -- at least in my intervention, and other interventions,
welcomed President Yushchenko, and reminded him that NATO is a
performance-based organization, and that the door is open, but it's up
to President Yushchenko and his government and the people of Ukraine to
adapt the institutions of a democratic state. And NATO wants to help,
and we pledged help.I pledged my own government's help to a fund that
will help get rid of Madpads -- MANPADS, and certain different types of

United States President George W. Bush met with 21 “Champions of
Freedom” from 13 Central and Eastern European countries including
Ukraine during his visit to Bratislava, Slovakia on February 24.
The group included Natalya Dmytruk, a sign language interpreter for
UT-1, who is credited with helping galvanize independent media coverage
of the 2004 Ukrainian Presidential elections, and Vladyslav Kaskiv, a
leader of Pora, a pro-democracy movement in Ukraine.

Vice President Cheney Meets with
President Yushchenko, says U.S. Supports Ukraine's Aspirations to Join
the Euro-Atlantic Community
The United States supports not only the sovereignty and independence of
Ukraine but also Ukraine's aspirations to join "the institutions that
bind the free nations of the West," Vice President Cheney said January
26 in Krakow, Poland, with President Viktor Yushchenko standing at his
side. Vice President Cheney, who was in Poland for ceremonies
commemorating the 60th anniversary of the liberation of the
Auschwitz-Birkenau death camp, pledged the free world will stand with
President Yushchenko "as he works to consolidate Ukraine's democratic
gains and adds to the prosperity and justice of his country."
Yushchenko said the United States "as well as Russia, as well as the
European Union, and as well as Poland - belong to the strategic
partners of Ukraine." The new Ukrainian president said Ukraine wants
"to pursue the processes of liberalization and democratization in all
aspects of public life."

U.S. Role in Tsunami Relief Expands
As the death toll from the Indian Ocean tsunami approached 150,000, the
U.S. government has made an initial $350 million commitment for
official relief and has deployed military units to help with recovery
and distribute aid. President Bush has enlisted his two
predecessors to solicit private U.S. contributions for relief, as well.

Powell, In Ukraine for President
Yushchenko's Inauguration, Pledges U.S. Support for New Administration
In Ukraine for the inauguration of Ukrainian President Viktor
Yushchenko, U.S. Secretary of State Colin L. Powell told reporters that
he had a "good discussion" with the President-elect on "all of the
bilateral issues" between their countries, as well as on "broader
issues of Euro-Atlantic integration."
In a joint appearance with Yushchenko following their January 23
meeting, Powell said it was "a great pleasure for me on this historic
day to share in the joy of the Ukrainian people" upon the inauguration
of a freely elected president. He told Yushchenko that "President Bush
hopes that you will be able to visit the United States in the
not-too-distant future" and assured him that "you will continue to
enjoy the full support of the American government and the American
people, as you move forward now to undertake the efforts that the
Ukrainian people are expecting."
