The National Institute for Strategic Studies (NISS)

was established on 4 March 1992 as an academic entity under the President of Ukraine. NISS is a research institution with diverse and comprehensive programs of studies. It undertakes fundamental and applied studies which cover the following areas: national security and foreign policy, economic and social strategies, humanitarian policy, regional developments. Particular attention is focused on information policy and European studies.		  
 

ACTIVITY

The basic task of NISS is to provide informational and analytical support to the activity of the President of Ukraine. Using a system approach, the Institute:
· conducts policy-relevant research and provides analytical prognosis and development strategies in all major areas of domestic and foreign policies;
· formulates policy options and suggests research-based recommendations for the President of Ukraine;
· provides analytical and administration support to Annual Addresses of the President of Ukraine to the Verkhovna Rada (Parliament);
· evaluates Ukraine's opportunities and risks on regional and global levels;
· makes expert assessment of national policies, legislative acts and legal documents.
The Institute is involved in:
· organizing and holding international and national conferences, workshops and round tables;
· participating in international research projects and conferences;
· publishing research papers, analytical reports, monographs, conference and round table proceedings;
· training scholars through post-graduate courses.
 

PUBLISHING

Main findings of the Institute's studies are issued as annual reports "Ukraine: Strategic Priorities. Analytical Estimations".
Since 1998 the Institute, jointly with the National Institute of International Security Problems, has been publishing the quarterly Strategic Panorama which is devoted to trends and tendencies in national and international security and to the strategies of Ukraine's development.
NISS publications are distributed to organizations and individuals including leaders and officials from the Office of the President of Ukraine, the Verkhovna Rada (Parliament), interested ministries, central and local governmental bodies, Ukraine's representatives abroad, international organizations, experts and scholars.
NISS is committed to bringing the results of its research to the attention of a wide audience through publications which are also available in full text on its website, and to the attention of the general public through ad hoc commentary and information for the Ukrainian and world media.
 

SOURCES OF FINANCING

The major source of funding is the State budget. NISS also undertakes specific research projects which are financed by public and private funds.
 

INTERNATIONAL CONTACTS

NISS has maintained working contacts with many research centers and institutions of Western Europe, the USA, Canada, Russian Federation and People's Republic of China. Good fruitful relations have been enjoyed with international organizations and embassies accredited in Ukraine.
 

STAFF

NISS central office is located in Kyiv. To assess ongoing developments in Ukraine's regions with respect to a number of criteria, the Institute has established its regional branches with offices in Dnipropetrovsk, Kharkiv, Simferopol, Donetsk, Odesa, Lviv and Uzhgorod.
The Institute's core staff numbers 70 researchers in Kyiv and 25 researchers in the regional offices including 11 doctors of sciences and 46 candidates of sciences.
