Dear Client!

Boryspil State International Airport is the largest airport of Ukraine and optimal transport hub for air traffic in the centre of Ukraine.

Boryspil State International Airport is a company rendering service to airways, passengers and other clients in aviation and other areas, providing regularity and safety of flights.

Strategic goals of the airport are:

  • Keeping the leading position of the main international airport of Ukraine
  • Constant increase of transit air traffic via the airport
  • Continuous increase of number and quality of services for passengers
  • Continuous decrease of harmful effect on environment

Integrated Quality Management System based on ISO 9001:2000 and ISO 14001:2004 standards is effectively functioning and constantly being improved at the airport.

However Boryspil State International Airport takes measures to prevent problems regarding lack of some contents of passengers' baggage or theft of some items from passengers' baggage. Airports worldwide experience similar problems. Special attention is focused on these problems at Boryspil airport.

We would like to inform you that according to Instructions on Establishment of the Standing Commission of Boryspil Airport Representatives on Theft Prevention dated from 27.07.05 ¹ B-01-09-58 and considering facts of passengers' baggage items theft and with the purpose to prevention such cases in future and provision of preventive measures, the permanently acting commission on baggage theft prevention had been established at the airport and its staff had been approved. Deputy General Director on Aviation Security and Regime was appointed as the Head of the Commission.

According to the order On changes to order ¹ H-01-07-85 dated from 29.04.05 "On changes to order ¹ H-01-07-16 from 26.01.05 On Personal Staff and Work Management of Corporate Bodies" from 09.08.05 ¹H-01-07-198, the staff of the Commission on theft prevention was enlarged.

The Commission had developed the Plan which stipulates implementation of managerial, preventive and technical measures directed at provision of baggage, cargo, mail and in-flight provision preservation, their protection from any unauthorized access.

The Commission had also developed and approved Regulations on Commission on Theft Prevention from 18.08.05 ¹ ÏÎ-90-06-35 which were forwarded to the sub-departments of Security Service of Ukraine at the airport and the Central Administrative Board of the Ministry of Internal Affairs of Ukraine in Kyiv region and to Boryspil Customs.

Since the establishment of this Commission 13 meetings has been held at the airport. The results of these meetings and the solutions of this Commission were registered in the corresponding minutes.

The Commission had planned and implemented the following measures:

  • The Commission meetings are held on regular basis. At meetings, managerial and preventive measures are drawn up and their accomplishment is controlled. These measures are directed at provision of baggage, cargo, mail and in-flight provisions preservation, their protection from theft in Boryspil International Airport. If necessary the representatives of the airlines, other departments, sub-departments or any involved parties participate in the Commission meetings.
  • In case of passengers' (owners') complaints reception regarding damage of their baggage or theft of any baggage items (cargo or mail items, etc. ), the Commission members who are in charge for these claims are informed. They consider these claims at the Commission meetings, conduct official investigation and take appropriate measures.
  • With the purpose of intensification of baggage loading/dischrge process, inspectors of operation center of aviation security department were associated in operation center staff. Considering the above mentoined, Aviation Security Department had drawn up, approved and put into operation the Technology of Baggage, Cargo, Mail and Passengers Escort in the Airport Airside Area with Involvement of Local Police Station Employees at Boryspil Airport.
  • The issue of presence of airline representatives responsible for acceptance of material values near the aircraft and their presence in baggage areas of the terminals during baggage unloading and its delivery to passengers is already solved.
  • The operation of handling companies providing passengers and baggage check-in to prevent permitting the baggage with evident signs of damage for registration is being under constant control. Such baggage is permitted for registration only after being packed additionally.

Home-based airlines have been informed about establishment and operation of the above mentioned Commission at Boryspil State International Airport. In case of passengers' complaints reception regarding baggage damage or theft of baggage items, they should inform the Commission of these facts.

These airlines have also been informed about the necessity of appointment of a person responsible for acceptance of the material values according to Section 7 of the Order of State Department of Aviation Transport of Ukraine, Ministry of Internal Affairs of Ukraine Rules of Material Values and Passengers Escort in Airside Areas of Aviation Enterprises from 11.06.05 ¹ 168/397. Positive responses have been received from the airlines.

Letters were sent to "INTERAVIA" and "Aerohandling - Boryspil" handling companies concerning appropriate measures implementation to prevent material values theft out of passengers' baggage and not allow registration of baggage with evident signs of damage (torn, unclosed and other like). Such baggage should be accepted only after its additional package.

Positive written answers were received from the above-mentioned handling companies.

All damages of external passenger' baggage package, cargo revealed during aircraft loading/discharge process are being constantly registered by the inspectors of operational centre of aviation security department and corresponding reports are drawn up. During the period from 29.07.05 till 01.11.05, the following reports were drawn up:

  • for departure - 154
  • for arrival - 1124

The problems of lack of some items of passenger baggage or theft of baggage items or cargo shipments exist in airports worldwide including European countries, as well as Eastern ones. Therefore, Boryspil State International airport constantly takes corresponding measures to prevent such cases.

The corresponding departments conducted official investigations of passenger complaints and the appropriate materials and letters were prepared. These official investigations resulted in dismissal of 20 workers of Boryspil State International Airport since the beginning of 2005 due to administration distrust.
