EU-funded project “SME Support Services in Priority Regions” organizes Training in Regulatory Impact Assessment for representatives of the State Committee of Ukraine for Regulatory Policy and Entrepreneurship (SCURPE). RIA – Regulatory Impact Assessment is an instrument that is used in member states of the European Union and other countries for evaluating in advance what impact a regulatory act will have on the economy (or other sectors), after it will be adopted. In a RIA process experts together with representative from the target groups, which would be concerned by a new regulations, try to estimate results of a regulatory act and expenses that are needed in order to implement it. In addition they develop alternative approaches for regulating a specific issue and compare these results with the analysis of the first RIA. Ukraine could gather already some experience with that instrument, especially after the adoption of the national law on regulatory policy. Event in the framework of the Joint Programme of the European Union and the Council of Europe to improve the independence of justice

The training seminar on the relationship between judges and the media will take place on October 23-24 in Odessa. A senior prosecutor from Switzerland and a journalist from Bulgaria as well as a Ukrainian expert from the Press Service of the Supreme Court of Ukraine will train the participants on the role of judges and prosecutors in their behaviour towards media representatives. The training seminar will provide the 35 participating judges with guidelines and practical skills to facilitate the day to day work in relationship with the media as regards Articles 6, 8 and 10 of the European Convention on Human Rights.

UPAC has commissioned the expertise of Mr Alesh Zalar (Slovenia), the Vice-president of the Slovenian Association of Judges, who will, together with American experts and the drafters of the law, discuss corruption-related aspects of the current drafts (i.e. accountability, transparency in the selection/appointment procedures, disciplinary measures etc.). Future roundtables will cover other aspects of the draft legislation, such as traininig of judges. For these events, CoE/EC project input is also planned. The EU Project “Strengthening Civil Society” conducts sociological survey on the Clients Satisfactory Index among the Project’s clients – socially oriented NGOs. The results of the survey revealed a significantly high appreciation of work of Social Partnership Centers in Kherson, Chernivtsi, Sumy, Rivne and Donetsk region with 166 points on average out of highest 220. Throughout February, the EU funded Project “Strenghtening Civil Society” conducts mobile consultations for NGOs in Mariupol, Makeevka (Donetsk region), Glukhov (Sumy region), Golaya Pristan (Kherson region), Novodnistrovsk (Chernivtsi region) and Kusnetsovsk (Rivne region). Consultations are held by the representatives of the Social Partnership Centers in these regions and focus on the issues of improved provision of social services through people’s involvement in volunteer activities, NGO project work as an additional social invesment in community life, modes of social work with vulnerable groups, legal issues and so on. The EU funded Project ”Health Financing and Management in Ukraine” conducts the sociological survey regarding population’s assessment/perception of the existing medical services and population awareness of health insurance in selected rayons of Zhytomyr oblast. The survey will be held by the faculty of Social Sciences and Social Technologies of National University Kyiv-Mohyla Academy. Results of the survey will outline and facilitate the cooperation between these rayons and the Project.

The EU funded Project ”Health Financing and Management in Ukraine” publishes the 4th issue of the Family Doctor+ newspaper. The Family Doctor+ is published throughout the Project activity. This newspaper is targeted at the administrators of healthcare facilities, local authorities, self-governance bodies and physicians as its readers.

The Social Partnership Center Sumy co-assists the expert of the EU funded project “Strengthening Civil Society” to meet with representatives of local authorities in Sumy. The meeting is a part of Project’s activities on needs assessment of local authorities in social policy formulation. The needs will be considered in the Project’s educational program. The European Commission and the Ministry of Fuel and Energy renewed the financing of energy efficiency projects in the framework of the Fuel Gap Programme. Over 400,000 euro will be provided to the Ukrainian Energy Service Company starting from December 2005.

The EU funded project “Combating Trafficking in Human Beings in Ukraine” organizes a seminar for journalists “Covering Trafficking in Human Beings Criminal Cases in Print and Electronic Ìedia”. The event is supported by the Ministry of the Interior Affairs, Prosecutor General’s Office & IOM Ukraine, American Bar Association.

The EC Tacis Programme consultant presents the draft business plan for the completion of the Odessa-Brody-Plotsk oil pipeline. The presentation done in the framework of the EC-Poland-Ukraine Joint Experts Working Group Meeting
is joined by the EBRD, the European Investment Bank as well as interested oil producers and refiners from Central Asia and the European Union.

12-14 December

The EU funded Project “Strenghtening Civil Society” organizes open space in Sumy Exhibition Center entitled “My initiatives for positive changes in children and youth environment”. The main organizer is Social Partnership Center Sumy, the project partner on local level, the department for family and youth is the co-organizer. The trainers are Jochen Toepfer from Germany and Olena Mykytas from Ukraine. 14 December

The European Commission represented by the Delegation to Ukraine, signed a works contract with total budget of 8 433 840 EURO for the reconstruction of the Ukrainian border post Rava-Russka on the border between Ukraine and Poland. Works will have to be implemented by Ukrainian contractor, company RITIE STROOM. Project duration is 18 months.

8 December

The EU funded Project “Strenghtening Civil Society” conducts a round table on Practices, Problems and Prospects of CSO Co-operation via its regional representations - Social Partnership Centers in Rivne and Chernivtsi. The round table is a preparatory meeting for “open space” scheduled in both regions for an early next year.

The EU funded project “Establishment of Mortgage Market Rules and Legislation in Ukraine” will organize a study tour to Germany and Poland for Ukraine’s leading banks. The Ukrainian delegation will consist of 15 senior banks officials who are responsible for the mortgage market.

The Press and Information Section of the Delegation will hold a seminar on EU-Ukraine relations for Ukrainian journalists from the regional media.

11 November

The Press and Information Section of the Delegation will hold a seminar for librarians from Ukrainian regional libraries and present and electronic database for information resources on the EU in Ukraine.

The EU funded project “Establishment of Mortgage Market Rules and Legislation in Ukraine” will hold a workshop for 30 journalists from ten regions of Ukraine. The subject will be ‘mortgage coverage in media’.

10-11 November

The EU funded project on Flood Risk Assessment and Management in Zakarpattia Oblast will present final results of the project (Hotel Druzhba conference room, Uzhgorod).

10-11 November

The European Commissioner for Education, Culture, Training and Multilingualism, Jan Figel, will visit Kyiv, Ukraine to send a positive signal about the possibilities of developing closer EU-Ukraine cooperation in the sphere of education and culture. During his visit he will meet with Ukrainian officials, representatives of civil society, the media and students.

The EU funded project “Improvement of Solid Household Waste Management in Donetsk Oblast of Ukraine” will hold a round table discussion with Kiev city authorities and private companies on selective collection of waste.

1 November

The EU funded project “Combating trafficking in human beings in Ukraine" organizes a series of three seminars to discuss the findings of the assessment study of labour market in regions most affected by trafficking in persons in Ukraine. The events will take place: 1 November in Crimea, 7 November in Ivano-Frankivsk, 18 November in Donetsk.

1 November

Ambassador Ian Boag will open the first Euro Info Correspondence Centre at the Ukrainian Chamber of Commerce and Industry. The goal of this centre is to provide Ukrainian small and medium enterprises (SMEs) with information and assistance services on all EU issues, including on regulations of the EU’s Single Market, and to facilitate contacts with EU Trade Partners.
