HEALTH OUTCOMES AND THE POOR

Background and Objectives

The objective of the course is to improve the health of the poor and vulnerable through analytical work that leads to pro-poor policies, actions and expenditures. Operationally this meant to assist Poverty Reduction Strategy Paper (PRSP) authors to improve the analysis and the policies in the health sector; and PRSP reviewers to advise authors on how to improve the quality of health inputs into PRSP's.

A multidisciplinary group of professionals in the World Bank, which included Public Health Specialists, Nutritionists, Physicians, and Health Economics developed this course. Moreover, the team of authors received valuable comments from colleagues at the World Bank and from development partners at WHO and UNICEF.

Learning Output

After completing this course you will be able to:

  • Explain and analyze the relationship between health and poverty
  • Analyze and describe the role of households and communities (especially the poor) in producing good health outcomes from a poverty perspective
  • Identify the ways in which health systems (delivery and financing) fail the poor
  • Determine how factors typically considered outside the health sector can be critical for the health of the poor;
  • Formulate the critical relationship between life-cycle issues and health outcomes;
  • Develop or recommend pro-poor policies and actions

    Target Audience

    The participants will be selected from three basic audiences:

  • Government officials who are engaged in drafting or researching the health part of the next iteration of the PRSP document
  • Advisors to the governments from development agencies (bilateral and multilateral) as well as other stakeholders in the process, who will be analyzing and advising the government on key aspects of the PRSP documents.
  • Representatives of NGOs, academia and other branches of civil society

    Content

    The learning approach used in this course is "action learning", which means that we have tried to embed the concepts you are learning in a real-world context.

    The content is organized in an introduction and five interlinked modules:

  • Introduction to the Pathways to Improved Health Outcomes diagram
  • Module 1: The health system (delivery and financing)
  • Module 2: The roles and constraints of households and communities
  • Module 3: Factors beyond the health sector
  • Module 4: Outcomes; looks at what health outcomes are, how they are measured and how the factors analyzed so far impact on them
  • Module 5: An Integrated Policy Framework

    Each module contains course pages with content, and group assignments, intended for optional face-to-face facilitated discussions. The course package also contains a facilitator guide to help facilitators run the course.

    Delivery Format

    The course can be run in four ways:

  • Fully online with an online facilitator who manages the flow of the discussion and comments on products that result from the group work. (this setup will not be discussed in this course guide, please contact WBI if you are interested in running the course this way.
  • CD-Rom based with a facilitated face-to-face discussion part. In this set-up the course participants go through the materials on the CD-Rom and come together once a week to collectively work on their group projects.
  • Same as in point 2 but with an added Internet discussion part. In this case several countries will simultaneously participate - this means that each country prepares their group product face-to-face with the help of a local facilitator and the resulting product is posted on the course site, after which there is subsequent online discussion between participants in the different countries about their respective products.
  • Fully self-paced, without involvement of a facilitator, in which participants buy the CD and go through it on their own.

    The selected facilitator in options 1-3 should be health professional with experience in the policy development environment. Please contact the World Bank Institute for help in selecting suitable candidates. The recommended maximum class size per location is 30.
