European Union Environmental Law. Mykievych M., Andrusevych N., Budyakova T. Textbook. – Lviv, 2004. – 256 p., in Ukrainian

The textbook covers both general and specific issues in the field of EU Environmental Law. The General Part includes notion, development, subject areas, principles, sources of the EU Environmental Law and EU institutions in the field of environmental protection. The Selected Topics part of the textbook includes some specific legal issues of the environmental protection within the European Union, such as climate change, biodiversity protection, waste management. It also contains excerpts, mostly in English, from the EU legal acts, case law of the European Court of Justice, and relevant reports of the EU institutions.

This textbook is designed for students, practitioners, and professors in the field of EU, International and Environmental Law.

The textbook, together with the Compendium of the EU Legal Acts in the Field of Environmental Protection represents a part of the single guidance material for teaching and studying the EU Environmental Law.

Compendium of the EU Legal Acts in the Field of Environmental Protection. – Lviv, 2004. - 192 p., in Ukrainian

The compendium contains legal acts of the European Union in the field of environmental protection, including excerpts of the Treaty establishing the European Community, Sixth Program on Environment, directives and regulations on the environmental protection.

The compendium is designed for students, practitioners, and teachers of the EU, International and Environmental Law.

The Compendium, together with the textbook on EU Environmental Law represents a part of the single guidance material for teaching and studying the EU Environmental Law.

Access To Justice In Environmental Matters. Manual / Z. Kozak, I. Tustanovska. – Lviv: Meta, 2002. – 200 p., in Ukrainian.

The manual covers the issues of public access to justice in environmental matters in the light of the implementation in Ukraine of the Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters (Aarhus, 1998). The manual is based on the provisions of the legislation of Ukraine in the field of the environmental rights protection, practice of their enforcement. It is aimed to help the public to use their environmental rights.

The manual is designed for the wide audience interested in the environmental law problems.

Compendium Of International Legal Acts In The Sphere Of Environmental Protection. – The second edition, enhanced. – Lviv: Norma. – 2002. – 416 p., in Ukrainian and Russian.

The second enhanced edition of the Compendium was prepared by Charitable Foundation “EPL”. The Compendium contains the main international legal acts in the sphere of environmental protection, namely declarations, conventions, protocols. It includes a table with dates of signature, entering into force, ratification by Ukraine of the international legal acts. The Compendium consists of 5 sections: general issues, protection of atmosphere, ozone layer and climate change, water protection, protection of biodiversity, nuclear and radioactive safety. The language of the Compendium is Ukrainian, but some acts, which don’t have official translation into Ukrainian, are in Russian.

The book was published under the Oregon-Lviv University Partnership between Ivan Franko Lviv National University and University of Oregon (USA).

Ecopravo: History. Projects. Cases. – Lviv: Charitable Foundation “EPL”. – 1999. – 51 p., in Ukrainian and English.

The publication is devoted to the history of creation on the territory of Ukraine of the first public interest environmental organizations “EcoPravo- Kyiv”, “EPL”, and “EcoPravo- Kharkiv” to protect the environmental rights of citizens and the environment, to raise public environmental and legal awareness and culture. This digest contains detailed description of the projects of abovementioned environmental legal organizations, the case study on the protection of environmental human rights and environment.

To guarantee the access to this information to a wide range of citizens not only in Ukraine, but abroad as well, the digest is published in Ukrainian and English.

Compendium of International Conventions in the Sphere of Environmental Protection. – Lviv. – 1999. – 302 p., in Ukrainian and Russian.

The Compendium was published especially for the Fifth International Conference of environmental lawyers of NIS, Eastern Europe and USA. It contains 31 international legal acts on environmental issues in Ukrainian and Russian languages: Rio Declaration on environment and development and 7 conventions on general issues, 3 on atmosphere and ozone layer protection and climate change, 6 on water protection, 7 on biodiversity and 7 on nuclear and radiation safety.

The Compendium was published with financial support of American non-governmental organization “ISAR”.

Citizens’ Environmental Rights: How To Protect Them With The Help Of Law – Kyiv, IA “Ekho-Vostok”, 1997, 160 p., in Ukrainian.

A practical manual for citizens and NGOs. It introduces, in a simple manner, the legal instruments of the environmental rights protection of the citizens of Ukraine and explains the ways of their application. Manual consists of two parts. The first is about the role of public participation in the environment protection, means and ways the public can use to solve the environmental problems. The second gives practical advice and explanations about the legal instruments for the protection of environmental rights, provided by Ukrainian legislation.

The manual is grounded on the articles of the leading Ukrainian and foreign professors and practicing lawyers in the field of the environment law, commented extracts of the Ukrainian environmental legislation, examples of the NGOs’ activity. Manual is supplemented with the list of the environmental legislation, the list of the state bodies in the field of the environmental protection and necessary document examples.

The manual was published with the financial support of ABA/CEELI.

How To Create A NGO: Lawyer’s advice – Kiev, IA “Ekho-Vostok”, 1995, 20 p., in Ukrainian.

A manual how to create a NGO, composed by Svitlana Kravchenko, Doctor of Law, Professor, academician of the Ukrainian Environmental Academy of Science, Anatoliy Pojodziayev and Iryna Tustanovska. The manual contains information about the notion of NGO and its rights, requirements for the statute, procedure of legalization and account opening, and other necessary procedures. The manual also includes samples of necessary documents (statute, application, protocol of the statutory meeting, information about founders, information about the administrative structure), which are placed in the middle of the book. So, it is possible to use these samples during the preparation of the documents for registration.


The manual was published with the technical assistance of the US NGO ISAR and with the financial support of USAID.

Environmental Advocacy Journal

Environmental Advocacy Journal is a quarterly publication of the Charitable Foundation “EPL”, published since 1995. Materials include environmental case law analysis, cases and projects of EPL and its partners, information on changes in the national environmental legislation.

In addition, the journal highlights international environmental events, activity of the international organization in the sphere of environment protection and protection of the environmental rights.

The journal is distributed free of charge. Volume: 50 pages, circulation: 1000 copies.
The Journal contains materials in Ukrainian and Russian languages. English table of contents is included.

Guta Newsletter: Environmental Advocacy

Environmental Advocacy is the newsletter of the Environmental Law
Association of Central and Eastern Europe and the Newly Independent States
(Guta Association), published quarterly. The newsletter included legislation
news, updates about the Association activities, recent and interesting cases
of Guta members. The purpose of the newsletter is to share this information
regionally among environmental public interest lawyers and organizations.

Handbook on Access to Justice under the Aarhus Convention. – The Regional Environmental Center for Central and Eastern Europe./ Edited by Stephen Stec. – Szentendre, Hungary. 2003, in English.

Handbook on Access to Justice under the Aarhus Convention consists of two part – analytic and cases. The Handbook includes cases on the access to justice issues from different countries of Central and Eastern Europe, Caucasus and Central Asia. Three cases on access to environmental information from EPL practice are described in the Handbook. Taking into account the existent practice and prospects of enforcement of the Aarhus convention on the access to justice issues, experts in the sphere of environmental law from different countries prepared the analytic part of the Handbook on the access to justice issues in the sphere of environmental protection (for example, access to justice in cases involving access to environmental information, access to justice in cases involving public participation in decision-making, the public’s right to enforce environmental law, financial an other barriers in access to justice, etc.).

The manual covers current issues of the contemporary international environmental law. The manual consists of two parts: general and selected topics. The general part includes scope of international environmental law, its objects, principles, sources and other issues. The special part is dedicated to the current issues of the legal environment protection, namely, climate change, biodiversity protection, dangerous and radioactive wastes management.

Manual includes the extracts from various Conventions, Protocols, other international legal acts, as well as exerts from the decisions of the International Court of Justice, European Court on Human Rights, national courts of different countries around the world (mostly in English). Manual is designed for students, post graduated students, professors and specialists in the field of the international law.

What is the Aarhus Convention? – Citizens’ environmental rights under the Aarhus Convention / by Svitlana Kravchenko. – Belgium: PLAN 2000 INC. – EEB. – 10 p., in English.

The leaflet was prepared for the Second Meeting of Signatories in Dubrovnik (Croatia), July 3-5, 2000, and was aimed to explain how to use the Aarhus Convention to protect citizens’ environmental rights and help to build democracy. It is aimed to encourage citizens and non-governmental organizations (NGOs) to assert their rights and to assist them in effectively implementing the Convention’s requirements.

 

Ratification of the Aarhus convention / Responsible for edition: S.Kravchenko.- Kyiv – 1999. 48 p., in Ukrainian.

The brochure contains comparative legal analysis of the Aarhus convention and Ukrainian legislation, history of its ratification, position of the representatives of the NGOs, description of the role of mass-media as one of the main instruments of the Aarhus convention implementation. The experts gave their conclusions and proposals concerning the improvement of legislation according to the sections of the Convention.

Doors To Democracy. – Budapest. – 1998, 4 books in English.

The series of books which contains current survey of the legislation and practice of public participation in environmental decision-making. This series of 4 books (Central and Eastern Europe, Western Europe, Newly Independent States, Pan-European Assessment) was prepared and published by Regional Environmental Center, European Environmental Bureau and EPL. It includes reviews on 15 countries of Central and Eastern Europe, 18 countries of Western Europe and 5 countries of the Newly Independent States region.

 

Doors to Democracy. – Lviv. – 1998. – 160 p., in Russian.

The book in Russian, which contains research of the trends of public participation in environmental decision-making in 5 countries of NIS region (Armenia, Belarus, Moldova, Russia and Ukraine). It is a result of the “Road to Aarhus” project, coordinated by Charitable Foundation “EPL” headed by Professor Svitlana Kravchenko. She prepared introduction and regional review, using the national reports, prepared by Aida Iskoyan; Oleg Cherp and Elena Krasney; Illya Trombitsky, Valeriy Lebedev and Yulia Trombitskaya; Olga Razbash; Irina Tustanosvka and Dmitry Skrylnikov.
