In January 1998 it was created Phytovirology & biotechnology Laboratory in the Plant Protection College of NAUU. The lab was committed to become a Research Centre in Plant Virology and Biotechnology for graduate students, postgraduates and postdoctoral. 
From the first day of the Laboratory creation it is headed by Associate Professor, Dr. Maksym Melnychuk.Dr. Maksym Melnychuk was graduated at Kiev National University by Taras Shevchenko in Virology Department supervised by Prof., Dr. Anatoly Boiko.

He was also mastered at National Agricultural University in the Phytopathology Department supervised by Prof., Dr. Mykola Kyryk and defended MS on phytopathology "Obtaining of the virus-free hop seedlings using biotechnology methods".In 1997 he defended his PhD "Pathological changes of hops (Humulus lupulus L.) infected by Hop Leaves Binding Virus".

During 1997-2000 Dr. Maksym Melnychuk visited and practised in the leading biology centres of the world.
First of all - at Iowa State University in Molecular Plant Virology laboratory (Head Dr. W. Allen Miller). At Louisiana State University he had been worked twice in Agricultural Center (Baton Rouge), in Plant Virology Lab under supervising by Professor, Dr. Rodrigo A. Valverde, in many private companies in other states of the USA: Nebraska, Illinois, Mississippi, Florida. 
Visits were co-ordinated and sponsored by ISU & LSU International Departments and Ukrainian family from the USA - Stefan and Kateryna Dwojak and Dr. Victor Udin (Iowa.State University).

In April 1998 Dr. Maksym Melnychuk within Delegation of Plant Varieties Protection Committee by Ministry of Agriculture in Ukraine attended International Seminar on problems of modern methods of certification of agricultural seeds, which was held in France (Paris and Angers). The same year Dr. Melnychuk worked in Germany at Humboldt University of Berlin, in Bavarian Fachhoschule Weihnstephan in Fresing and in the leading laboratories of hop research headed by Dr. Luitgardis and Elisabeth Seigner, visited Hop Research Center in Hule. During 1997-99 he had important meetings with world-known educators - the President of Purdue State University Dr. Martin Jischke, Provost ISU John Kozak, Prof. David Topel, Prof. Collin Scanes, Prof. David Acker;Chancellor of Agricultural Center of LSU Dr. William B. Richardson, Vice-Chancellor and Director LSU Ag Center, Dr. Larry Rogers, Dr. Lakshman Velupillai, Dr. Rouse Caffey;The President of Fachhoschule Weihenstephan Prof., Dr. Jozef Herz, Humboldt University leaders - Prof., Dr. Ernst Lindemann, Prof. Otto Caufmann, Prof. Carmen Buettner, Prof. Michael Bohme, Prof. Dieter Spaar,   Prof. Thomas Teuscher.
